Reported in 2014 and got verified by Stephane.
Then nothing happened, until it got archived state and we still can reproduce it in 2021r3.1.
Please reopen and investigate.

If I add something in the loop (i = 3 or System.Beep) then it stop at Loop until b (but not at do ).
I suppose the code is optimised and the empty loop is ignored.
It also doesn’t break on ELSE statements and probably other things like CASE.
I don’t think the IDE should allow you to place a breakpoint on these lines.
