On Windows 10 and 11, even if one sets the app to open .html and .htm files Windows sets it back to Edge.
Ventura does the same: no way to set any other client for webloc file than Safari. The only way to open such files with another app is to drag them over the icon.
I had to goggle the new location for setting the default browser which doesn’t make any sense at all:

There, I have Google Chrome. However, Ventura still opens webloc files with Safari. When I go command I on webloc files, “Open with” is grayed out, so it is not possible to choose a different app.

No.Before Ventura, I could double click a webloc, and it opened in the default browser.
Superb. After installing the control panel, I was able to set Uniform Type Identifier com.apple.web-internet-location to Chrome.
