Salesforce API Access

I’m looking for information from someone who has worked with Salesforce. We have a customer who uses Salesforce. They are using it for managing members of their organization. When a member joins, my customer would like for my company to be notified with the member information in order for my company to send information to the new member. This would allow my customer to be “hands off” and it would be an automated process.

Can my customer enable API Access so that my company can communicate with their Salesforce instance? Is there any additional costs involved?

When a new client/customer registers he/she gets a mail, maybe you could BCC to an email account which your program checks?
