Paint Event or Rectangle for custom windows ?

Greetings,

Looking to give little color to the current interface and I was wandering if it is better to use the paint event and eventually to draw all the colors and shades on the interface or if I should use Rectangles and Ovals and lines and so on to build the interface .

That supposed to work on MacOS and Windows and supposed to work well on resizing, full screen part.

Any ideas ?
