Are you able to log in to the router?
If yes, are you able to turn on remote management (and set a port for it, try setting the port to the one you want to use for your server)?
If yes, do so, and then see if you can access the router using your public IP and that port (or use that web site mentioned by Julian)
If you can, turn off remote management (unless it was already on, as some ISPs will do remote management of your router)
Now we know you can access the router remotely
Are you able to set up port forwarding in the router?
If so, set the public port to the port you used for the remote management test, put in the computer’s private IP address (192.168.x.x) and the port
