Notification area app and not minimized

I want to build what I guess is called a Widget for Windows. Basically something that would announce the time like the MacOS does. Is that possible with XOJO.
I did a search for “notification area” and found comments making me think it’s not. The app would not have any presence in (I don’t know what the term is) when one does Alt-Tab to display active windows.
I did a search in the LR but only “Notifications” shows up.

Is this possible?
