It appears that the new Pi 3 A+ uses the Cortex-A53 which, I think, is an ARM 8 chip. If so I assume this works with Xojo. Correct?

Correct. Main differences are reduced board size and half the RAM. Exact same CPU as the bigger Pi 3B+ and thats the main thing for us.
It has also lost the LAN socket, relying on WiFi which may or may not be an issue for some.
