If I have a Document Window and call a Moveable Modal window should the Mouse Enter event of the window behind still be firing?

When I follow it in the debugger as I move the mouse it shows it going through that event??

Yes. And with the MousePad, with two fingers, you can scroll a visible window that is not frontmost (Finder or your own window in your projectÂ…)
