Insert contextual menu from IDE's Toolbar is empty/disabled if no item is selected in the Navigator

In the Navigator, double click on an item to drill it down. You should see no selection in the Navigator.
Then click on the Insert icon of the Toolbar. On Windows 8, all I see is a tiny white rectangle like an empty contextual menu, and on OS X ( 10.6.8 ), nothing happens. If you select any item in the Navigator, it goes back to normal.
Can it be related to Geoff’s report <https://xojo.com/issue/25250> from 2013r1 beta cycle ( not a public case ) ?
