I have an Apple Developer account (paid) and and older Mac that has “Intel Silicon” in it, not Apple, so I haven’t been able to find a version of Xcode that will install on my machine. Is there a way of doing this on the Apple Developer web site, Generating the App and Install certificates so it will pass-through Gatekeeper. Any help finding the solution on the web site would be helpful (if it exists). Thanks!
My apologies if this sounds rude, but that statement doesn’t make sense.
As far as I know, either your Mac is running an Intel processor or it’s running Silicon (M-Series) processors. It can’t be both.
And what do you mean by “not Apple”? Is it not running macOS?
If you have the menu, go to “About this Mac” and copy in everything it says there (exclude the Serial number, of course).
Then maybe someone can give you some useful advice about which version of Xcode you need, and where to get it.
My machine is an APPLE Mac Book Air from about 2015 running Monterey (the latest supported by the laptop). The term “Apple Silicon” and “Intel Silicon” is the direct term taken from the Apple Developer web site. Look it up. The current Xcode available for download require “Apple Silicon”.
What I’m looking for is a version of Xcode that will run on my older Mac or the supposed option of using the Apple web site to generate the two certs I’m looking for. Again any help would be greatly appreciated!

From what little I know, the rules surrounding gatekeeper are only getting tighter and tighter. Be prepared that you may need to upgrade your hardware to allow running a newer OS and version of Xcode. I hope this helps.
Thanks Scott … I think I may have a solution. On the Developer web site at Apple, go into the certificates are and start there. It will prompt you to complete the needed certs, provisioning files, and developer IDs in the correct order to get the needed files and certs.
