in 2018.4 is the ‘+’ sign in the Listbox fuzzy, and the same problem is with a rowpicture (20 px wide).
if you are using a Retina/HDPI computer, did you add a @2x version of the images to the imagesets?
OR if this is older code, did you convert them to imagesets even?
Looks like a bug as the same fuzzy +'s can been seen in the IDE under the shortcut editor and new project examples
I wrote up a feedback on the ide fuzzy + sign a while ago in Windows. When I am back on my development computer, Ill look it up.
I submitted feedback 51632 and is was closed since it was not reproducible. (Examples plus button blurry).
It looks like we bought it to someones attention. This has just been fixed via <https://xojo.com/issue/54062>, hopefully it will make it into the next release.

Should be arriving in an IDE near you soon - assuming nothing bad happens to the case between now and then.

Yeah I did as a matter of fact 20 px/40 px/60 px.
