Controls on Tabpanel moves on run

I’m having some problems on 2014r1 where my controls are moving when run. I checked the Tab Order pane and the controls are appropriately showing on the appropriate tab, however the controls are moving and the actions of the controls are not executing. Any tips on getting these controls to “belong” to their tabs?

I’m still trying to figure this one out. If I just resize the Window the smallest bit, then the tabpanel behaves itself.
