confused about how to add elements to projects

It seems there are two or three methods to add elements to the form layout editor.
You can drag them from the left tree view. (Which doesn’t always work I understand)
Or you can add them from the right library view.
Or you can insert with the big blue button on the top of the UI.

This confuses me… as it seems it should be more un-intuitive to which method you choose.
Can someone clarify this?

I don’t think clarification is needed. I think you’ve pretty much got it. You can only drag from the left panel a class you have added. If you need a standard Xojo listbox, for instance, you’ll have to use steps 2 or 3. I don’t understand why you want it more “unintuitive”
