Building for Windows on Mac

I can’t build 64bit windows apps on my Windows VM.
But I can build for Windows on my MacBook.

However, what ends up in the ‘Windows 64 bit’ folder is very confusing.
I was expecting the App, some DLLS, a Libs folder, and a resources folder

What I got includes cef_100_percent.pak and several other .pak files (What are these?)
Some .dat files
Some .bin files
Swiftshader (?)
And dozens of language files (even though I only have 4 or 5 language files on the Mac edition.)

Are all these files needed?
Is installation a process of installing all of these in the same hierarchy?

make an installer that exactly duplicates that set up when you install your app
