App rejected, File menu

I have submitted an app to the Mac app store. It is a calculator app that does not read/write files or print. Hence the file menu is empty and when you click on File menu the app does nothing (since that menu is empty). Apple rejected the app since the File menu is there and does not do anything when you click it. I guess I am confused now. I believe that every app must contain this menu item, right? What if you don’t have a need for it? Are they forcing you to put something in it regardless?

After reading the Apple docs I now see that you are allowed to eliminate the menu item.
