It appears you have found a regressive bug. This worked on 26th of April 2015, and doesn’t work now. Please file a bug report.
This was working in my ‘Windows Declare’ book, Example 2-6, and no longer works as it looks like Xojo doesn’t respect the system colours for COLOR_ACTIVECAPTION.
