So true! And I find it even worse in the beta of Sequoia!
I agree. In my case, the cursor changes to reflect the action, and a help text explains what to do. I see this as an absolute must as the scale box actually contains a whopping 28 features (many are variations on the same theme though), so it can be a bit confusing at first, but it delivers amazing modeling speed once you get the hang of it.
