If it were me I’d probably use Namecheap for such a site if I needed shared hosting. I use them for my domain registration and I’ve been happy with their service for many years now. For all my small sites though I serve them from my house on my own server, so I’ve never used them for shared hosting. Their rates seem reasonable though and if they are as reliable with the shared hosting as they have been for DNS then I think I would be happy with them.
I use digital ocean and I host a few websites on there. I’m running CentOS along with LetsEncrypt for all sites I host. Works well.
I can also vouch for DreamHost for low maintenance sites. They also support Let’s Encrypt certificates through their interface with just a couple of clicks.
