Likely rolling back due to the hardware requirements for Windows 11 which many businesses are not prepared to upgrade for without any visible tangible benefits for the expense (TPM 2 support for example, or processor too ‘old’). Cheaper for them to pay the 35.00 a year for Windows 10 support until 2028 than upgrade - even though they are pushing the problem further down the road.
