Window With Transparency?

I’d like to create a window whose bounds are defined by the alpha transparency of a PNG image. IOW, the image would effectively be the window (sort of like the start-up screens for Adobe’s products) where the transparent region is not clickable. I fiddled with the frame types in the IDE but couldn’t produce what I want. Is this possible, or do I have to resort to declares? Has anyone done something like this?
