Are applications made in Xojo running on Win8 embedded environment?

If you mean the applications using the Modern API also named “Windows Store apps”, the answer is no. Xojo creates Win32 apps.

The advantage of Desktop Win32 apps is that they can be distributed freely. They are the immense majority of Windows apps today. Modern API apps can only be installed by the Windows Store.

However, with Windows 10 has appeared the notion of software bridges which will allow Win32 Desktop apps (as well as iOS, Android and Web apps) to run within the new API. The Project Centennial for Desktop apps is announced for next year. No release date yet for the other platforms.
