What's the "PluginsSDK.iba" file?

The SDK Documentation folder contains a file “PluginsSDK.iba” which is 8.2 MB in size - that seems quite a waste if it’s not usable.
What’s this file for?

It seems to be an IBook Author file so I’m guessing you can read it in iTunes?

That a packaging error. The iba file is an iBooks Author file. We ought to have instead provided the PDF and ibooks outputs.
