WebToolbar Finger Pointer cursor is not working after upgrading to 2014r2. Any tips?

Cursors seem to be broken not only for the toolbar and finger pointer, but for all cursors and for webpage as well. Bug 
Fortunately, it is not broken in Weblabel. So you could use a weblabel with no text, overlaid on top of the webtoolbar. From what I tried, the nice thing is that it does not prevent clicking on controls like buttons underneath.
