I want to create service/application which will track activities made on my machine.
e.g Total Time user Inactive on machine, Take Screen shot periodically etc
Does anyone have idea to implement this in Xojo (Windows/Mac Both).

Of course this is possible. There are several means available through plug-ins.
But, tracking activities in the way you describe is against many privacy guidelines. In many countries it is even very illegal. At least, without the user’s consent. And I’m sure people will not agree with this way of tracking.
Trust me, it is a very bad idea.
