I don’t find it hard to believe at all. With some notable exceptions, upper management in large organizations…public and private…do not care about security or best practices, and wouldn’t know where to begin even if they did. What they care about is the bottom line. As long as it gets done on time and under budget they are happy. Some other guy can deal with the failures down the road.
If a NULL license plate can cause this, I wonder what security holes exist in the CA DMV’s network :-/

I agree with Daniel. I think incompetence is rather the standard in governmental and related affairs. And it raises relatively to the money being robbed for it.
You probably did not hear of the “Besonderes Anwaltspostfach” (special lawyer mailbox) here in Germany. It was created by governmental demand to give attorneys an end-to-end secured communication with courts. It was pulled last year because of too many security flaws, including a faulty encryption (or better none: The server would hold the private key to enable reading by third parties) and using numerous outdated libraries containing serious security problems.
And now it was found that it will not deliver messages containing umlauts. Umlauts. The German language is full of them. There was no sanity check and no bounce message. The message was silently put in an archive folder and court deadlines have been missed
Or the infamous Berlin airport which very probably will be demolished before it will have its opening, being delayed for 7 years now. In a never-ending story of gross building failures it was found in May they used walls in the “media channel”, a long hall running through the entire length of the building that contains all the cables and wires for internal electronics, that cannot support the inappropriate plastic dowels and in case of a fire the whole security system could collapse
Dont let me go on with this rant. It would all be very funny if we were watching these things played by John Cleese or Ricky Gervais, but sadly we are sharing the same planet with perfect method actors. Douglas Adams was a prophet, unfortunately.
