Depends on what you mean by complex. You might want to take a look at BKS Shorts http://www.bkeeney.com/allproducts/bkeeney-shorts/. It’s not a traditional banded reporting tool in that you get to control the placement of everything. The down side is that you have to code everything. But for complex and non-banded reports it’s very flexible and decently fast.
It does NOT have a GUI report designer. It exports to HTML and PDF (using DynaPDF plugin) and reports are searchable for a word or phrase. The demo available on the web page has a number of examples.
