Left and Top properties working oddly

I created a web project with a container control and when embedding it with code on a Left and Top set to zero, my control shows up oddly. See the attached screen grab:

I manually dragged the control in to where I expected it to show up and then embedded by way of code the same control.

Here is the code I used to embed the container control:

I am confused. How do I fix this?
