Last idiocy from Google : Flag files as "uncommon download can be dangerous"

This morning, as I was checking my online delivery app, I got this from Chrome at the end of the download :

Of course it is uncommon, since this file is only available for paying customers.

After some digging, I found that page from 2011 explaining the stuff

Problem is, there is no way apparently to vet the files in order to have them whitelisted. Them stupid are only able to verify sites through their dumb robot and only publicly available content.
