The only way to know the last executed line of code, when debugging, is its background color?
AFAIK, yes. Is that not enough?
Yes. It is. But I would prefer the color to be applied on the text, not on its background.
That’s a design choice of Xojo (they could have done the opposite: highlight the text, and then some users would have preferred that the background is highlighted).
But you’re free to make a feature request.

It uses the same color as the “currently editing line” highlight which it should not do. Currently editing line should be an accent while the debugger stopped line need to be immediately visible and findable. Since both use the same color setting, it is impossible to use both features.
I’ve had to disable the currently editing line highlight because of this oversight. Every day it becomes more and more obvious they aren’t using the things they implement.
