Depends on your page. If you’re going to fit controls onto a tablet/phone screen – whatever it gives you – set the mins to like 100 and 100. If you have large scrollable content, set it to whatever the size of that content is.
Tablets and phones typically don’t report the pixel size. They report it with a multiplier. On iOS devices, that multiplier is 1 or 0.5 (retina). That multiplier is supposed to reflect what you could see at standard DPI with device held at typical distance in hand. So your iPad 3 page sizes should be somewhere near 1024 x 768, depending on browser widgets, orientation, etc.
