Are you asking about something like Rackspace where you can act as a reseller of their services? If so there are tons of them around. You can even act as Amazon Web Services reseller if you want. Just make sure you are very clear on all the terms and conditions before doing so. Retaining a lawyer to go through the contracts with you would be a good investment.
