Even if you have Xojo 2018r3 (requirement for Mojave) after some Xcode version you will need Xojo 2019r1.

As Alberto mentions, if you’ve upgraded to the latest Xcode, there are environment and platform differences that come into play. For Mojave and Xcode 10.x, you have to upgrade to Xojo 19r1.
