No no no. Has nothing to do with Webkit. Everything to do with native browser engine.

Correct. In my experience, the IE11 engine is “good enough” and I can generally write HTML5/CSS/JavaScript that works on mac and it will also work on windows, when the IE11 engine is being used. When it’s using IE8, not so much.
