How to adjust screen resolution

I wanted to ask you about your approach to adjust your screen to the designated resolution.
What is the best practice?

Right-window lock?
RubberView?

Do you normally resize all of controls such as button and label according to screen resolution?
I think it won’t look good. I just wanted to fit my whole screen into the user screen resolution.
