It’s good to see Android support progressing.

I also watched the video by Paul Lefebvre which stated Xojo were targeting Lollipop / API level 21 but I believe Google are pulling the ladder up to API level 28 or your app won’t be permitted in Google Play

This wont be a problem. We use the Android 9 SDK (API 28) to target Android 5 (API 21) and higher.

Those of us who provide solutions on demand almost don’t use Google Play, instead they create packages (APKs) and send them directly to customers, and those sometimes use old tablets or phones, some as old as 4.1+ (Jelly Bean). So, having the ability to serve the legacy outside the official App Store is almost a must. 5.0+ is Ok.
