Quite frankly, after experimenting, and having a look at his project, I absolutely see no way this could happen. Such an enormous bug would jump to the face of any programmer, and would have been spotted immediately long ago.
Besides, this is entirely illogical. How come the same year that shows in abbreviatedDate and longDate would all the sudden lose its marbles in ShortDate ?
To me, this is in the realm of highly improbable, limit unbelievable. Kinda UFO abduction testimony level…

Very, very improbable. I am not privy to the coding of Date object, but any programmer would not treat much differently the way abbreviatedDate, shortDate and longDate year text value is generated. They are probably simply generated from date.year with something like str(date.year)
We all have tried with different settings. Since part of the message was in French, I tried first with that set to French. Later on he told me :
