In my experience many Europeans are multilingual. My mother spoke English, Polish, German, Russian and Lithuanian. Most of my relatives that came over from Europe where multilingual.

Indeed, and in some countries like France, most everybody has a grand parent from another country, so family tradition usually has a foreign language. European countries are also often small, so several languages come handy. Nevertheless, in the European Parliament, the vehicular language is massively English.
