I do not tested all other macOS flavors, but this works with High Sierra (boot on an external HD).
Yes. It seems like 10.12 Sierra is the minimum requirement now for the IDE and built apps.
This may be fixed in an upcoming release, but we have no way of knowing if that will be soon or later.
If you need to release now, you need to set the your minimum OS at 10.12.
